Police: Clinton man arrested after kidnapping 2 women, trying to hit officer with patrol car

CLINTON, Utah, March 7, 2018 (Gephardt Daily) — A Clinton man is facing charges including aggravated kidnapping and aggravated assault after he allegedly kidnapped two women, then stole a patrol car over the weekend.

Emanuelle Ha-ssan Taylor, 19, is facing charges including:

  • Aggravated kidnapping
  • Six counts of aggravated assault
  • Theft
  • Transaction of firearm by class I restricted person
  • Aggravated escape
  • Two counts of damage of a jail
  • Possession with intent to distribute a controlled substance
  • Failure to stop or respond at the command of police
  • Reckless endangerment
  • Use or possession of drug paraphernalia
  • False information given to law enforcement/government agencies/specified professionals
  • Operating a vehicle without license or registration (suspended or revoked)
  • Open container/drinking alcohol in a vehicle

According to a probable cause statement, on Saturday night Taylor allegedly kidnapped and assaulted two women in West Valley City and Riverdale.

“(The victims) were interviewed again later and learned that Taylor had been making them use narcotics throughout the night,” police wrote. “They stated that Taylor had told them he was going to force them to sell their bodies so that he could make him money to pay off his drug dealers.”

The victims told police that they were taken to multiple locations throughout the night with Taylor while he allegedly sold narcotics.

Then later on Saturday, police responded to a reported domestic issue in Clinton at one of the women’s homes, and found Taylor, who gave a fake name and spoke erratically to officers.

A .22 style rifle was found in the back seat of his vehicle, which was parked outside the residence, the probable cause statement said. Officers also said they found a line of white powder, a bag with a green leafy substance, numerous bags, and an open container of alcohol in the car.

“Taylor was placed into the back seat of a police car with his hands cuffed behind his back, doors locked, and windows rolled up,” the probable cause statement said.

Shortly after, officers say Taylor somehow managed to get into the driver’s seat of a patrol car and began driving away.

“Due to the weather conditions, Taylor was unable to accelerate rapidly in the snow-covered roads,” the probable cause statement said. “(The officer) pursued the vehicle on foot down the street while the other two officers pursued in their vehicles. (Taylor) then did a U-turn and purposely turned the stolen police vehicle at (the officer) while accelerating. (The officer) was unable to fire his service weapon due to an innocent civilian that was snow blowing his driveway across the street, directly in the path that the bullet would have traveled.”

Taylor then allegedly led officers to West Point and rammed other police vehicles, managing to evade officers’ attempted PIT maneuvers. An officer reached through the window of the stolen patrol car and tried to remove the keys from the ignition, but Taylor reportedly sped off and knocked the officer to the ground.

The pursuit then continued to Antelope Island, where the stolen police cruiser got stuck in the snow. Police said that Taylor rolled up the windows of the car after becoming stuck, and locked the doors.

The driver’s side window was then broken, and “a K-9 was introduced on to (Taylor’s) lap as he sat in the driver seat,” the probable cause statement goes on. “(Taylor was bit by the dog and officers were able to take him into custody again,” a probable cause statement says.

Officers arrested him, and he kicked out a window of a patrol car and damaged a door, the affidavit states.

Taylor was treated at a hospital and then booked into Davis County Jail. He was found to have prior kidnapping and assault cases and warrants for evading police, officials said.
