New Bill Pushes For Utah White Collar Crime Registry

Rep. Mike K. McKell and Senator Curtis S. Bramble are pushing HB0378, a bill that would authorize the Utah Attorney General’s Office to develop, operate and maintain a “White Collar Crime Offender Registry” website.

The bill provides the manner and process by which the office disseminates information from he registry, as well as providing the offenses for which a person must be registered.

It also specifies that that offenders who were convicted of the specified crimes between December 31, 2005 and the time this bill would be enacted will not not be placed on the registry if they have complied with all court orders, have paid restitution claims, and have not been convicted of any other offenses for which registry would be required, and provides the duration for which offenders will be placed on the Utah White Collar Crime Offender Registry.

Gephart Daily spoke to Senator Bramble about the bill.

“We have sex offender registries that have been fairly successful,” Bramble said. “A lot of these people who commit white collar crimes are repeat offenders, and the attorney general thought it would be a good tool in fighting white collar crime.”

Bramble added that another major priority or the attorney general was Senate bill 157, which if signed by the Governor would make consumer complaints and responses filed with the Division of of Consumer Protection a matter of public record.

“You look at these folks that have been convicted, and they have had a pattern over a significant period of time,” Bramble said.  Bramble said that many white collar criminals could build up as many as 20,000 complaints against them, but they are never public.

“It’s a way to give the citizens one more tool to fight white collar crime,” said Bramble.
