Former Draper City lieutenant charged with sexual abuse of co-worker

DRAPER, Utah, April 30, 2019 (Gephardt Daily) — A former Draper City Police lieutenant who retired suddenly after a complaint was filed against him has now been formally charged.

Chad Carpenter, 48, was charged Tuesday with two counts of forcible sexual abuse, a second-degree felony, in a case involving a former co-worker.

According to a probable cause statement filed in the case, then-lieutenant Carpenter was in his office on Jan. 31 of this year when another department employee walked into the building.

The alleged victim “had had complications with breast reduction surgery and was placed on light duty at work, and this was known to Carpenter,” the probable cause statement says.

“Carpenter said, ‘I haven’t talked to you in a while. How is everything?’ The alleged victim told Carpenter she had her last surgery. Carpenter walked over … and pulled at the bottom of her shirt and said ‘well let me see.'”

The alleged victim just looked at Carpenter, who told her to “shut the door, silly,” the statement says. She did as he asked.

“Carpenter lifted (her) shirt up, unzipped her sports bra, and squeezed her breasts, three times each, skin to skin. The alleged victim began to cry and left Carpenter’s office,” the probable cause statement says.

The alleged victim stated that “two weeks after the incident, Carpenter came to her desk and said, ‘You know I love you, right?’ Carpenter told her that she could come to him whenever she wanted and that they have a special relationship. She stated that she has been having anxiety and is stressed every time someone mentions Carpenter, or when she sees him.”

A complaint was filed against Carpenter on March 13, and he was put on administrative leave. On March 21, Carpenter submitted a Notice of Retirement letter to the Draper City Police Department.
