Police ID alleged gunman in death of West Valley City code enforcement officer

WEST VALLEY CITY, Utah, August 10, 2018 (Gephardt Daily) — Police have released the name of the suspected gunman in the Thursday morning shooting death of a West Valley City code enforcement officer.

Kevin Wayne Billings, 64, was booked into the Salt Lake County Jail on charges of aggravated murder and aggravated arson stemming from an attack on 52-year-old Jill Robinson, who was shot and killed outside Billings’ home at 4102 W. Wendy Avenue about 10:20 a.m.

According to a statement by WVCPD, Robinson had been to the property on other occasions and was on-duty when she was attacked.

A review of Billings’ court records going back to the early 1990’s reveals he had been cited for multiple zoning violations in the past for properties in both West Jordan and West Valley City. Charges included the illegal storage of solid waste and failure to remove abandoned and wrecked vehicles from his property.

A neighbor told Gephardt Daily her family had had a recent run-in with Billings over loud noises at their outdoor barbecue.

“The neighbor (Billings) just came at us and was just crazy, just came at us and started yelling at my nephews,” she said. “I have little, little nephews and they were running around, screaming all the time, and he was just out of control, so my brother said to understand him because he had some sort of depression from the war. He was a veteran, and that we just needed to understand him because he had (anxiety) problems.”

Billings was taken into custody moments after the shooting and booked into jail Thursday night. He’s not only been charged with aggravated homicide, he also arson for allegedly burning a neighbors’ home to the ground shortly after the shooting.

Investigators say Brooking’s had recently confronted the next-door couple and accused them of reporting his code violations to West Valley City.

The next-door neighbors, identified as Dr. Stephanie Sheen, a veterinarian at Animal Care Center of Bountiful & Salt Lake City, and her husband Ryan, lost 8 pets in the fire, which destroyed their home. A GoFundMe site has been set up on their behalf.
