SALT LAKE COUNTY, Utah, June 19, 2019 (Gephardt Daily) — A registered sex offender from Salt Lake County allegedly followed a group of females, including a juvenile, and exposed himself while he was driving, according to court documents.
A probable cause statement from the 3rd District Court of Salt Lake County said Georlin Sampson Bounds, 38, is facing charges of lewdness with prior offense involving a child, a third-degree felony; two counts of lewdness by a sex offender, a third-degree felony; and stalking, a class A misdemeanor.
The probable cause statement said that a West Valley City police officer was dispatched to a lewdness in progress. The officers made contact with the complainants.
“The female victim stated they were eating at Wingers when the A/P kept waving at them trying to get their attention,” the statement said. “Five minutes before the females left Winger’s, A/P left. When the three female victims, one being 16, were walking to their vehicle, they noticed the male sitting in his vehicle next to their vehicle waving.”
The victims thought it was odd, but waved back. The victims left the parking lot
and noticed Bounds following them. When the victims stopped at the light, Bounds pulled up next to their vehicle, and started to masturbate, the statement said.
“The victims were so afraid and taken aback that they drove off fast,” it said. “The victims noticed A/P cut off traffic to follow them. A/P got behind the victims’ vehicle and followed them. The victims were so afraid for their lives and were under so much emotional distress from the situation, that they took videos and photos of the A/P in the vehicle along with the license plate and called the police.”
The victims attempted multiple times to lose Bounds, but he kept following the victims until they lost him in a neighborhood.
Those pictures and videos confirmed Bounds’ identity, the statement said. The suspect is a registered sex offender and has been convicted of the same offense and other numerous sexual offenses.
Contact was made with the suspect and he denied to talk to officers. He was placed under arrest due to the amount of evidence and multiple witness statements.
The suspect was transported to the Salt Lake County Jail, where he is being held without bail.
“A/P constitutes a serious danger to the public due to his sexual nature and multiple cases against him just in West Valley City,” the statement said. “A/P is becoming more brazen with his victims and committing sexual acts in public places. From looking at prior incidents involving A/P, his behavior is becoming more dangerous by following victims in his vehicle.”
The statement said it’s unknown what Bounds’ intentions were if he was able to make physical contact with the victims but has never exhibited behavior like that before.
