SLCPD releases body-worn camera video of May 12 officer-involved shooting

SALT LAKE CITY, Utah, May 28, 2025 (Gephardt Daily) — The Salt Lake City Police Department has released body-worn camera footage from a May 12, 2025 officer-involved shooting.

According to court documents, the encounter took place after an attempted traffic stop around 11 p.m. near 600 West and North Temple.

Events leading up to the shooting began to unfold when Carlos Felipe Ocampo-Flores, 18, was driving a Dodge "without headlights activated," and failed to stop for police, accelerating through a railroad crossing as the arms were lowering, then crashing into eight parked vehicles along 600 West before striking a light pole at 64 South, 600 West," court documents said.

Ocampo-Flores then "exited the Dodge and fled the area on foot, leaving field tested positive marijuana and drug paraphernalia inside his car."

The body-worn camera video, released by SLCPD, shows one of its officers as he encountered Ocampo-Flores about 45 minutes after the crash, on the railroad tracks in an area court documents identified as 100 South 700 West.

The chase ended with the officer yelling at Ocampo-Flores not to reach for his waistband as "the officer appears to fall onto the rocks bordering the tracks, and while still on the ground, continues to issue commands," a police news release said.

"The suspect maintained his hand near his waistband area while keeping his other hand raised – appearing to have an unknown object in his hand while taking an aggressive posture.

"The officer then discharged his firearm. The suspect fell to the ground but continued yelling and appeared to try to stand up. Shortly after being shot, he appears to throw an object," the SLCPD news release stated.

Ocampo-Flores was transported to an area hospital for injuries that were determined to be non-life-threatening.

Charges

Ocampo-Flores was discharged from the hospital on Friday, May 23. He has now been formally charged with the following alleged crimes:

  • Failure to respond to officer's signal to stop, a third-degree felony
  • Assault on a peace officer, a class A misdemeanor
  • Failure to stop at the command of law enforcement, a class A misdemeanor
  • Nine counts of accident involving property damage, duties of operator, a class B misdemeanor
  • Reckless driving, a class B misdemeanor
  • Possession or use of a controlled substances, marijuana, a class B misdemeanors
  • Possession or drug paraphernalia, a class B misdemeanor
  • Interfering with a peace officer, a class B misdemeanor

The involved officer sustained minor abrasions from the incident. No other injuries were reported.

Protocol Team 4, led by the West Jordan Police Department, is conducting the outside and independent investigation, the Tuesday afternoon SLCPD news release says.

"The officer who discharged his firearm remains on paid administrative leave, per standard procedure."

SLCPD Chief Brian Redd commented in the release, and referenced a Tuesday morning fatal officer-involved critical incident involving the department.

“We appreciate all of our Salt Lake City police officers for the hard work they do each day to keep us safe," Redd said.

"As we saw in this incident, and again this morning, our officers were placed into situations where they had to make split-second decisions under very difficult and stressful circumstances. We look forward to the conclusion of this investigation, and we thank our officers for their efforts to resolve this dangerous situation."
