WASHINGTON, March 24 (UPI) — Former New York City mayor Rudy Guiliani called Democratic presidential candidate Hillary Clinton a “founding member of” the Islamic State in a Fox News interview.

Giuliani said Clinton’s role as secretary of state in the Obama administration when the Islamic State rose to prominence in the Middle East made her complicit in the reign of the terror group — also identified as ISIS, ISIL and Daesh.

“She created ISIS,” Giuliani said Wednesday. “By being part of an administration that withdrew from Iraq. By being part of an administration that let [former Iraqi Prime Minister Nouri al-Maliki] run Iraq into the ground, so you forced the Shiites to make a choice. By not intervening in Syria at the proper time. By being part of an administration that drew 12 lines in the sand and made a joke out of it.”

When Fox News host Bill O’Reilly challenged Guiliani, saying Clinton as secretary of state, did not have the authority to steer administration policy, only carry out Obama’s orders, Guiliani agreed with O’Reilly’s argument she should have resigned.

“That’s what a patriot does,” Guiliani said.
