Court Martial for Officer Accused of Sexual Assault

KEY WEST, FLORIDA – March 30, 2015 – Gephardt Daily: The Coast Guard is scheduled to convene a general court-martial at Sector Key West in Key West, for a Coast Guardsman accused of sexual assault.
Petty Officer 3rd Class Edwin R. Angulo, 26, is accused of the following violation of the Uniform Code of Military Justice:

Article 120 – 2 specifications of sexual assault

Angulo was assigned to the Coast Guard Cutter “Thetis” when the alleged misconduct occurred.

The alleged victim, according to the official report, was “incapable of consenting to the sexual act due to impairment by an intoxicant, and that condition was known or reasonably should have been known by” Angulo.

The Coast Guard Investigative Service completed a three-month investigation last June. An Article 32 hearing was held Nov. 14 and the Petty Officer has since been transferred from the Thetis to Sector Key West duties.

Angulo faces a maximum of 30 years confinement, forfeiture of all military pay and dishonorable discharge, if found guilty.

A court martial is a military judicial court for trying members of the armed services accused of offenses against military law.

Charges are accusations against the individual and the accused is presumed innocent unless proven guilty.
