Salt Lake City Police Chief Brian Redd announces major changes to department leadership

SALT LAKE CITY, July 5, 2025 (Gephardt Daily) — The Salt Lake City Police Department is undergoing a sweeping leadership shakeup that will see two deputy chiefs and a top administrator depart as a new executive team takes shape.

In a staff-wide email, recently appointed Police Chief Brian Redd informed employees that Deputy Chief Victor Siebeneck, Deputy Chief Andrew Wright, and Communications Administrative Director Brent Weisberg will be leaving the department.

“We are incredibly grateful for their service, leadership, and dedication to our mission and community,” Redd wrote.

The department simultaneously introduced a new slate of executive leaders, who Redd said will help guide the agency through a time of transition and new administration over the next couple of months.

New leadership appointments include:

Deputy Chief Alex Garcia, a 22-year law enforcement veteran who most recently served as chief of Utah Adult Probation and Parole. Garcia also held key leadership positions at Utah Peace Officer Standards and Training (POST) and previously worked as a state trooper with the Utah Highway Patrol, as well as a task force officer with the Drug Enforcement Administration.

Deputy Chief Brandon Christiansen, a longtime officer and supervisor from West Valley City Police Department, where he served in multiple leadership roles including Investigations Commander, SWAT Sergeant, and most recently Deputy Chief overseeing Patrol and Administrative Services. Christiansen is known for building collaborative relationships with community leaders and advancing community-focused public safety initiatives.

Deputy Chief Bill Manzanares, a veteran of the Salt Lake City Police Department with more than 18 years of experience in positions ranging from officer to commander. Manzanares has served as SWAT Team Leader, Narcotics Sergeant, and Patrol Division Commander. He holds a bachelor’s degree from Weber State University, is bilingual in Spanish, and will begin serving in his new role immediately.

Chief of Staff/Communications Director Glen Mills, who comes to the department after serving as Director of Communications and Government Relations for the Utah Department of Corrections. Mills is a former ABC4 Utah news anchor and political correspondent with experience in strategic messaging and public policy.

“These individuals bring exceptional leadership, experience, and a fresh perspective to our department,” Redd wrote. “I’m confident their contributions will strengthen our ability to serve and support both our personnel and the community.”

Redd noted that more details on the leadership transition, including specific roles and responsibilities, will be shared in the coming days, with the new executive team expected to fully assume their posts by late July or early August.
