SLCPD: Charges filed against men, 35 and 38, in alleged rape of missing juvenile

SALT LAKE CITY, Utah, May 1, 2024 (Gephardt Daily) — Two men have been booked into the Salt Lake County jail for the alleged rape of a 15-year-old girl who had been listed in the National Crime Information Center database.

Police were dispatched Monday afternoon on a trespassing call to an apartment building at 739 South and 300 West, in Salt Lake City’s Ballpark neighborhood.

Salt Lake City Police officers arrived to find the juvenile on a couch in the building’s lobby with 35-year-old Kingsley Wokocha.

“After she was separated from Kingsley, (the girl) disclosed to officers that she had been under the influence of methamphetamines and fentanyl for several days and had sexual intercourse with multiple adult men.”

The girl said she had sex with Wokocha twice and with Faustino Lukolo, 38, five times.

The girl “reported that she had not slept for six days due to her drug use,” Lukolo’s affidavit says. “Detectives observed that (the girl) had difficulty maintaining alertness and that (she) was suffering from nausea and vomiting.”

The officer wrote that he believes “there is probable cause that (the juvenile) did not legally consent to sexual intercourse with adult men due to her age (15) and her intoxication from drugs, and was raped.

“In my training and experience, drug users provide drugs to females to render them unable to resist sexual acts.”

Lukolo, interviewed at his apartment in the building, said he did engage in sex with the female “because he believed that she was of legal age.

“During the interview, Faustino also talked about a time that he was lecturing (the girl) and teaching her that she needs to put her phone down whenever an adult was speaking with her. Faustino also stated to detectives that (she) acted like a teenager.”

Wokocha also admitted to having sex with the female.

Wokocha was arrested for investigation of two counts of rape. Lukolo was arrested for investigation of five counts of rape. All are classified on court documents as first-degree felonies, although final determination of charges will be made by the Salt Lake County District Attorney’s Office.

Lukolo and Wokocha were arrested and ordered held without bail. As of early Wednesday evening, both men remained incarcerated.
