Ogden City PD: Traffic stop leads to driver’s arrest for kidnapping, rape of juvenile passenger

April 1, 2026 (Gephardt Daily) — Ogden City police responded to a report of reckless driving Wednesday, and ended up arresting the 40-year-old driver for the alleged kidnapping and rape of a juvenile passenger who was in the vehicle.

At about noon, officers responded to the area of 31st St. and Harrison Boulevard. Officers made contact with driver Israel Ixcoy, 40, and the 15-year-old passenger.

“During the investigation, officers took the juvenile into protective custody and returned” the child to the parents, who are Weber County residents.

The juvenile told officers about being lured to the suspect’s residence, locked in a room, and assaulted, the OCPD news release says.

The victim is receiving trauma-informed care and support, the statement says. Detectives with the Ogden City Police Department Special Victims Unit are continuing the investigation.

Ixcoy was booked into the Weber County Correctional Facility for investigation of alleged:

  • Aggravated kidnapping, a first-degree felony
  • Rape, a first-degree felony
  • Unlawful kissing of a minor, a class A misdemeanor

Jail records indicate he is being held without bail.
