OGDEN, Utah, July 7, 2026 (Gephardt Daily) — Two 20-year-old men were arrested Sunday night after a report that an occupant of a red BMW threw a lighted fireworks onto Washington Boulevard near 12th Street.
“The caller mentioned the firework discharged, exploded and a an incendiary fragment struck his vehicle,” says an Ogden City Police arrest document for Rowdy Milo Raymond.
“The vehicle was located, a traffic stop was initiated, and stopped at the 300 block of 24th St. The vehicle did not have any license plate displayed as well.
“Upon contact, Rowdy Raymond was seen in the driver side rear passenger seat, with numerous fireworks products next to him, along with some firearms, one revolver, two handguns, and a bolt-action rifle. All occupants were instructed to exit the vehicle and immediately refused to talk with officers.”
The victim stated he was behind the BMW at 12th Street and Washington Boulevard, and “he observed someone by the driver side rear door throwing a large firework product from the window, it fell in the middle of the intersection, and they drove off. The victim stated the firework exploded, hitting his vehicle, and he immediately called 911.”
Post Miranda, one car occupant agreed to speak with officers.
“The passenger stated she was in the front passenger seat, her boyfriend drove, and Rowdy was in the rear seat. The passenger stated neither she nor the driver threw fireworks out of the window, but would not say if the rear passenger did. She only confirmed the neither she or the driver participated in throwing.”
The passenger said the fireworks were brought from Wyoming the day prior, but would not say who bought them. Raymond agreed to speak briefly officers, the statement says.
“Rowdy stated he admitted to having the fireworks, they were next to him, but refused to say what he did with them when this was eported. There was sufficient evidence to suggest Rowdy knowingly threw the ignited firework, endangering those around him, during a high fire restriction time. Rowdy was arrested.”
Raymond was arrested for investigation of:
- Criminal mischief – recklessly endangering human life, a class A misdemeanor
- Reckless endangerment, a class A misdemeanor
- Throwing lighted material from a vehicle, a class C misdemeanor
- Bus conduct breach peace/disorderly/vulgar language, a class C misdemeanor
The vehicle’s driver, identified in court documents as Jayden Douglas Green, was arrested for investigation of alleged criminal mischief, reckless endanger human life, a class A misdemeanor, and for infractions related to driving without a license plate and possession smoking materials while younger than 21.
Both men were released on conditions including they return for court appointments.
