ST. GEORGE, Utah, March 29, 2026 (Gephardt Daily) — St. George police say that a man stopped for a traffic violation was charged for possession of explosives, possession of two firearms by a restricted person, and seven counts of possession of illegal drugs.
Joshua Todd Sapp, 47, was stopped by an officer at about 6:18 p.m. Thursday after he allegedly turned without using his signal, his arrest document says. The vehicle stopped after turning into a driveway. Sapp was observed to have glossy, bloodshot eyes with constricted pupils, the report says.
“As Joshua went to find his driver’s license, he indicated he had a firearm in his backpack,” the court document says. “I asked him to leave it there and exit his vehicle. I went back to my vehicle to run Joshua’s information.”
Sapp was found to have a valid driver license, but a suspended concealed carry license, along with felony charges and previous drug involvement, the document says.
“I called for a K-9 to respond at that time,” the statement says. K-9 Rizz indicated positive for the presence of narcotics, and Sapp was cuffed and detained.
During the vehicle search, officers located a crystal-like substances that tested positive for meth. They also found prescription medication concealed in balloons, and steroids and drug paraphernalia hidden elsewhere in the vehicle.
A firearm, a Taurus .45 caliber revolver loaded with 5 rounds, was located, as were magazines of ammunition.
Post Miranda, Sapp said “the guns for those magazines were at his residence.” Asked if he had other guns at his apartment, “he told me he had ‘a bunch’ of guns there.”
During a search of Sapp’s residence, officers found additional drugs and a shotgun.
They also found a bag filled with blasting cap explosives.
“When Joshua was asked about them, he claimed he used to do blasting for work but admitted he had no license to possess them in violation of Utah law.”
The caps were also stored in a fabric bag, rather than an ATF-approved case.
Sapp was booked into the Washington County jail for investigation of alleged:
- Explosive/chemical/incendiary – possessing/removing, a second-degree felony
- Two counts prohibited dangerous weapon conduct, category II – firearms, a third-degree felony
- Four counts of possession of a prescription drug for any unlawful purpose, a class A misdemeanor
- Two counts of possession of a controlled substances schedule I/II/analog, a class A misdemeanor
- Possession of controlled substances – marijuana/spice, a class B misdemeanor
- Use or possession of drug paraphernalia, a class B misdemeanor
