OGDEN, Utah, April 7, 2026 (Gephardt Daily) — The Weber County Attorney’s Office has filed charges against a 40-year-old Ogden man arrested for the alleged kidnapping and rape of a juvenile.
Israel Itzep Ixcoy has now been charged with aggravated kidnapping, multiple counts of rape and object rape, multiple counts of forcible sexual abuse, and obstruction of justice. All are felony charges.
On April 1 at about midnight, Ogden City Police patrol officers responded to a reckless driver call in the 3100 block of Harrison Boulevard.
An unlicensed juvenile was found driving the car, and police learned that the child was taken by Ixcoy without parental permission, and one or more sexual assaults had occurred, court documents say.
Ixcoy’s court documents said Ixcoy had met the child several days earlier, and the victim had believed he was the friend of a parent. Some inappropriate touching reportedly occurred.
On March 31, Ixcoy convinced the child to come with him, offering to buy ice cream, documents say.
Ixcoy took the child to his house, allegedly to get his wallet, then locked the victim in his room prior to alleged assaults. Afterward, Ixcoy reportedly went with the child to a Chevron station.
Post Miranda, Ixcoy told police the victim had approached and asked for a ride to the store and had not been at his residence. A search warrant was granted for the residence, the charging document says. Ixcoy admitted to having sex with the child, but said it was consensual.
Ixcoy is being held without bail in the Weber County jail.
