CLINTON, Utah, Nov. 27, 2018 (Gephardt Daily) — Police have identified a man who was shot and killed by a Syracuse officer after a multi-hour standoff Sunday in Clinton.
The man, whom police described as heavily armed and suicidal, was 64-year-old Allen Scott Culpepper, of Clinton. Information was released by the Syracuse Police Department, whose officer fired the fatal shot or shots.
“On Sunday, Nov. 25, 2018 at approximately 11:00 a.m., Clinton City Police Officers were dispatched to a 911 hang up call, of an emotionally distraught individual who was in his car in the back-parking lot of the Clinton City Police Department,” the Syracuse Police Department statement says.
“Clinton Police Officers were already at the office and were able to respond very quickly. Officers saw that the man had multiple firearms within his reach.”
“Officers from different agencies responded to help,” the Syracuse statement says. “Clinton officers engaged in crisis negations with the man for over three hours, but he refused to surrender all the firearms.
“Shots were fired by an officer from Syracuse Police Department, as they were assisting Clinton Officers on the call. The deceased man had prior suicidal call history with Clinton Police.”
Due to an officer firing his weapon, Davis County Critical Incident Investigative Protocol was implemented and is handling the investigation.
Details involving the shooting and the events immediately surrounding it are still under investigation.
“The officer involved has more than 15 years law enforcement experience. He was placed on paid administrative leave and we will not be releasing his name, as the investigation is ongoing.”
