Layton City PD IDs crossing guard struck, killed while on duty

LAYTON, Utah, Jan. 28, 2025 (Gephardt Daily) — The Layton City Police Department has identified the crossing guard killed Tuesday morning just after helping students cross the street to Vae View Elementary School.

The crossing guard was Steven Winn, 67, Lt. Travis Lyman, LCPD, told Gephardt Daily. Multiple cars, including a patrol car, were stopped at the intersection at Main Street and 1600 North, Lyman said. A driver, northbound on Main, did not stop and struck Winn, who died at the scene, Lyman said.

The woman, described in a news release as “elderly,” stayed on scene and is cooperating with law enforcement.

Asked if she ran a red light, Lyman said that since Winn was a city employee, Utah Highway Patrol and Clearfield police were brought in to investigate, to avoid any conflict of interest. Lyman said those agencies’ investigations would determine exactly what happened.

Lyman said Winn, who was holding a stop sign and wearing a visibility vest, had just escorted a group of students across the street, from east to west, and was returning to the east side of the road when he was struck.

It’s believed the children in that group did witness the incident or its immediate aftermath, Lyman said.

“So we communicated with the school staff, and they’ve been providing resources today to those students, to help them process and navigate what they witnessed,” Lyman said, adding he did not know how many students witnessed Winn’s violent death.

A statement from Vae View Elementary’s principal, forwarded to Gephardt Daily by the Davis School District, also told parents that counselors were being provided, and urged parents and guardians of all students “to take an opportunity to share your beliefs and discuss ways your child may cope with the tragedy.”
